It is policy that any software package must be capable of being held on storage media or hosted on a local area network server.
Downloaders are not permitted under this policy because they rely on a third party vendor to host the application files.
Downloaders are inappropriate because the third party may change the installation files, meaning that a future installation of the system may exhibit different behaviour to an earlier version, and systems may fail at a later date due to bugs being introduced as the vendor updates the files.
